Bills would impose stricter penalties for serious youth offenders in Wisconsin

Wisconsin youth who commit serious crimes would receive stricter penalties under a pair of bills considered by lawmakers during a heated public hearing on Tuesday.

The bills, prompted in part by a series of recent carjackings in the Milwaukee area, would expand the list of crimes punishable by incarceration in the state's youth corrections institute and eliminate a three-year cap on the length of time a juvenile can be incarcerated.

The aim of the proposals is to protect victims from habitual, violent offenders, co-author Rep. Joe Sanfelippo, R-New Berlin, told members of the Assembly Committee on Corrections.

Sanfelippo and Sen. Leah Vukmir, R-Wauwatosa, introduced the legislation as part of a "victim prevention package."
