Wisconsin: Walker aims to gut rules that protect Wisconsin's most vulnerable citizens and resources

Madison - A sweeping overhaul of the state's rules being sought by Gov. Scott Walker would rewrite hundreds of regulations, eliminating dozens of them outright and doing everything from tightening the standards for receiving jobless benefits to changing rules to curb acid rain. Just before his "state of the state" speech Tuesday, Walker released a report on the findings of a board of small-business owners and lawmakers he commissioned to overhaul the state's regulations and boost the economy.

The report, which represented the only new policy details accompanying Walker's speech, runs the gamut from the controversial to the mundane. The unemployment insurance changes will likely be contentious, since they will make it harder to receive the benefits at a time when many in Wisconsin are still out of work.

Requiring more documentation from recipients of jobless benefits to cut down on fraud
Restricting the number of reasons such as illness, travel distance or physical limitations that a person can give to refuse work and still receive jobless benefits
Narrowing the list of exceptions that allow workers to quit a job and then receive unemployment insurance.
The repeal of a rule that regulates the advertising by debt collection agencies to business clients but not to consumers.
Ending a reporting requirement within state acid rain rules that the report said have been largely superseded by stricter federal requirements.
Allowing small businesses to do sales tax filings less frequently during the year, for instance filing quarterly instead of monthly.
Exempting small freight haulers carrying less than 10,000 pounds from having to stop at open weighing stations on highways.
Allowing the state Department of Workforce Development to be more flexible in disciplining violations by small businesses.


"Making these changes will make it easier to do business in the state, while maintaining the safety and health of our citizens," Walker said in his speech Tuesday.

I know that there has been a huge movement to do so, but there should be a criminal charge that would do it. He is no better than Rod Blagojevich!

There have been some hints. Some of the sentences handed out to associates were suspiciously light, as if deals had maybe been made for testimony. On one occasion it almost sounded like the DA was clueing in the judge on why he was asking for a light sentence for a Walker minion. The DA appears to have been moving slowly, deliberately, carefully & not rushing or going off prematurely.

make filing harder and elegiblitiy harder so that fewer folks qualtify and are counted.
