I've updated the drivers for the sound card and reinstalled the NVIDIA but I still get it pstokely Mar 2016 #7

You may be dealing with multiple volume controls. This is called gain, and perhaps your gain is too high.)

The web browser will have a volume slider. The Windows taskbar has a volume slider. And your speakers have a volume control, as well.

Set them all to the halfway point and experiment from there.

Are you on desktop or laptop?

If a desktop, check all audio cables including the connection between your computer and speakers, and between the two speakers.

Wiggle it while playing music or talking sound and see if there is a correlation between the distortion and your motions.

If sound from the VLC player is distorted, you know that it has nothing to do with the Internet.

You could try uninstalling the sound device and then letting it reinstall through the normal Windows 7 automatic driver update process.

I administer more than a few systems. When sound becomes an intractable problem, I use one of these devices on the broken laptop or desktop computer. It's actually rather good audio quality.

I also reinstalled Chrome and still it, seems to happen when I download large files

So, if you are playing a file off your hard drive, while downloading a large file, there is distortion? Does it stop when the download ends?

Perhaps your drive is too slow to handle both operations concurrently.

You could get a faster drive. You could add more memory, which will ease the workload on the drive.

Have you tried another sound device?

What is the brand/model? How old? Processor? Drive size/type? Amount of RAM?
