Create a file called perfc, press enter, and make sure there is no extension added. Now the file has been created, right-click the file and select Properties, and check "Read-only." Copy this file to the Windows folder.

Other researchers later confirmed the discovery, although some noted that creating a perfc.dat file as well is likely to help.

You can either do this manually (not my choice) or download the vaccine. My computer does not want me to add the fix. This is absolutely a safe site? I know nothing about it and am leary of everything anymore.

I hate to sound stupid but in this case I have to.

Half the time when I try to follow a set of instructions like this I come to a passage that says "Now open the reversing frammistat application and enable Cowznofski settings" and none of this is explained. I usually just gape at it slackjawed, close the page, and hope I can get by without it. This walkthrough actually did walk me through it.
