Question about business phone issue...

It's a panasonic system with answering machine. The machine will say there are twenty messages or more but when you listen to the message, it's nothing but the busy signal you get when a phone hangs up. The office gets very few incoming calls but makes a ton of calls all day. It's as though the line does not disconnect when the person hangs up and then the fast busy signal turns into a message. Is this the phone or the phone service itself? Not sure if I should call Cbeyond or Panasonic.

Anyone heard of this? Thanks.

Edited to add the system is about two years old and never had this problem before the business moved in April.

Assuming you are on Voice Over IP (VoIP) with Cbeyond equipment.
Call tech support and ask them if they provide a disconnect signal with your VoIP service.
There are two types of disconnect signals, The first is called "momentary open" and the second is called "battery reversal". Your provider should configure these for your Panasonic phone switch...they should be able to do this remotely.

I had this same problem with my home answering machine when I switched from a land-line to VoIP.
