If Kavanaugh gets confirmed, Democrats regain control of US House, US Senate and later US Presidency

Can and Will the Democratic controlled Congress and the Democratic President increase the number of seats on the Supreme Court from 9 to 11 seats? This will stop the Make America Great Again Tea Party Birthers from destroying this country any further.
