Explanatory Information for Readers Far From Where I Live: The column below ran in the Paradise Post last Saturday, July 2. It has since disappeared from the paper's website for reasons mysterious. Doug LaMalfa, the congressman under discussion, is one of that new breed of Republican obstructionists coming from districts so heavily tilted that it is nearly impossible for a Democrat to win. If you're unlucky enough to live in such a district, you could, perhaps, replace the name "Do Nothin' Dougie" with the name of the representative favored by the way in which your own district is gerrymandered. And any Chimp readers who know anyone in California's District 1 should be sure to urge a vote for Heidi Hall, a candidate who would be worth electing even if Doug LaMalfa didn't stink on ice.

Some people have begun to think of Congressman Doug LaMalfa as “Do-Nothin’ Dougie” because doing nothing has been his most notable accomplishment since he took over Wally Herger’s sinecure as representative of the 1st Congressional District of California, a place that is home to a large percentage of poor people, working stiffs, fixed-income retirees, middle income wage earners, and other people who don’t fit the Doug LaMalfa profile, though he campaigns on the slogan that he’s “one of us.” The people of this district are not, however, inheritors of big acreage, or the recipients of huge government subsidies to grow rice on their land. They’re not people who spend most of their time schmoozing with other well-heeled folks, cocooned from hardship, insulated against worrying about what might happen if they get sick. Do-Nothin’ Dougie can afford to go off to Washington and vote against the SNAP program that feeds poor kids even while voting a raise for himself in farm subsidies.

But Do Nothin’ Dougie actually did something this week. He voted to sue President Obama. He’s also voted to shut down the government a coupla times, an utter waste of time and resources. He has done nothin’, of course, on the vital subject of water that flows from his district to the southland, water used mostly by agri-biz bazillionaires, guys who get that precious resource on the cheap even while domestic homeowners watch their yards go brown. More and more of that water has been diverted to fracking, too, a subject that concerns Do-Nothin’ Dougie not at all, though it has huge implications for the future of this state, all of them troubling.

Do-Nothin’ Dougie has also had little to say about the immigration policies of this nation, or the current issues at the border except to repeat the ridiculous charge that it’s all Obama’s fault. Do-Nothin’ Dougie has, however, started catching flak from his agri-biz friends about difficulties finding enough migrant workers to gather in crops for them, so we may yet hear something or other on the subject from our elected representative.

He’s been ducking debating Heidi Hall, his Democratic challenger in the upcoming November election. Because his district has always been “safe” for Republicans, Do-Nothin’ Dougie thinks he won’t have to do nothin’ to stay in office. But, because his challenger is willing to drive the miles, study the issues, press the flesh, listen to constituent concerns, face the people who are not always warm to Democrats, and pledge to actually do something for the regular people of this district, Dougie may have to actually do something to keep his congressional seat.

LaMafla worked with Bernie Richter as an early supporter of Proposition 209, which ended affirmative action in California. He also worked for passage of the Protection of Marriage Act, Proposition 22, which banned Same-sex marriage in California, and after that initiative was overturned by the courts, he was an early supporter and active in the Proposition 8 campaign.[7] LaMalfa authored ACA 22 to protect private property owners from government abuse of eminent domain. He also wrote the Forest Fire Protection Act of 2004 to allow landowners to make their rural lands fire-safe and without forest management.

LaMalfa opposed Mike Feuer's microstamping bill, AB 1471, which was signed into law by Governor Arnold Schwarzenegger on October 13, 2007.[8] He opposed Speaker Fabian Núñez's bill AB 8, which was designed to mandate businesses of a certain size to provide health insurance to their employees.

LaMalfa was a co-author of ACA 20, which, similar to Arizona's new law, would empower law enforcement to act as Immigration, Customs Enforcement Agents and would have cracked down on illegal immigration.[9] ACA 20 failed to pass the first hearing by a 3-to-6 vote.

In 2007, he successfully passed AB 1645, a law that would prevent seizures of firearms in the event of an emergency or natural disaster. This was the first pro-gun legislation passed and signed into law in a decade. LaMalfa was named the California Rifle and Pistol Associations "Legislator of the Year".
