Wisconsin is an open primary so anyone can vote in either primary. Because the gop primary is now looking like a three way race as the latest poll shows http://www.realclearpolitics.com/epolls/latest_polls/ independents are likely to vote gop than Democratic now. That means less of an independent vote for Sanders in Wisconsin. This happened in Ohio.

Wisconsin is looking better for Hillary.
