With a population of just over 10 million, Bolivia faced a major housing shortage for more than a decade.
Federico Alberto Ochoa-Ituri is a lone parent and a father of two. After he and his wife separated they took turns raising their two children. He moved back in with his parents co-existing in cramped conditions.
On the day he was finally handed the keys to his new apartment in El Alto, part of Bolivias new social housing scheme, Federico broke down in tears.
This means so much to me he told teleSUR. I have my independence again, its a great benefit to people like me.
Federico is just one of the thousands of Bolivian citizens who are finally getting on the property ladder thanks to a state initiative.
