Venezuelan state oil company PDVSA may be forced to close three of its four local refineries due to a critical shortage of crude raw materials and skilled workers at the refinery, two senior officials of the oil union federation (FUTPV) told Argus.

Refineries that could face closure include the Cardon refinery of 305,000 barrels per day, the El Palito refinery of 140,000 b/d and the Puerto La Cruz refinery of 190,000 b/d. Together, they account for almost half of PDVSA's domestic refining capacity of 1.3 million b/d.

Senior FUTPV official Ivan Freites said it is possible that the Amuay refinery of 635,000 b/d could also be closed indefinitely since most of its crude processing units currently do not work due to equipment failures and the worsening of the crude supply, and the shortage of workers.

The Cardón and Amuay refineries in the Paraguaná peninsula comprise the Pdvsa 940,000 b/d CRP refining complex and function as an integrated facility. If PDVSA decides to close any of the two refineries of the PRC, it is likely that the entire complex will be out of service, officials of the oil union said.

The four local PDVSA refineries currently operate at approximately 30% of their combined capacity, that is, around 390,000 b/d.

All of this good news, from the nation with the highest proven oil reserves in the world. And prior to 1999, was the envy of all of Latin America. Oil accounts for all of Venezuelas cash and 95% of its exports. It has already defaulted on its loans, and their electricity grid is down for 18 hours of the day.
