Or lower depending on how they feel about it. Black op sorts of orgs, and of course we have a huge black op budget in this country and no one except a handful of people in Congress get to even ask about it.

This movement up and/or down may be done for a specific purpose, to help the public feel good, or to help one Presidential candidate or another look good, or perhaps simply to enrich them's that got the power to do so. (Sort of the ULTIMATE in insider trading.)
