BEIJINGChinas government is working to keep climate-change cooperation with the U.S. alive after President Donald Trumps decision to withdraw from the Paris climate accord, even if that means sidestepping the White House to seek closer ties with U.S. states.

Since Mr. Trumps decision, a coalition of a dozen U.S. states, including California, have committed to uphold Americas pledge to cut emissions 26% to 28% compared with 2005 levels.

Given current circumstances, it conjures up negative connotations. I wonder who came up with that headline, and why?

Trying to have their cake and eat it too: a persona of real reportage in the article, and propaganda in the social media realm...
