Commuters streaming through Penn Station finally have reason to smile. Not because of Gov. Cuomo’s plan to renovate — years away — but due to the arrival of a sprawling 8,000-square-foot food market, the Pennsy (at the corner of 33rd Street and Seventh Avenue), where sharply dressed hosts greet patrons, steering them to five upscale, but casual, chef-driven options.

It is above ground next to the main MSG entrance at the old Barnes and Noble location. I ate at the truck once and was happy to see them return. They got jerked around over a permit.
