IOC seeks legal advice over blanket ban versus athletes rights to justice

The International Olympic Committee has delayed a decision on whether to ban all Russian athletes for next months Rio Olympics but has announced a raft of interim measures following Mondays report into the countrys state-sponsored doping programme.
The IOC executive board held an emergency teleconference to discuss the results of the report by the Canadian law professor Richard McLaren which outlined how a doping cover-up reached the highest levels of Russian government.

Following Tuesdays four-hour emergency meeting, the IOC gave Russias 400 Olympic hopefuls a temporary reprieve to take legal advice over the possibility of a blanket ban and await the outcome of a current court of arbitration for sport hearing that involves Russias track and field athletes.

In the interim, the IOC released a statement saying that it would explore their legal options with regard to a collective ban of all Russian athletes
versus the right to individual justice and that it had started disciplinary actions related to the involvement of officials within the Russian ministry of sports and other persons mentioned in the report because of violations of the Olympic Charter and the World Anti-Doping Code.
