Ukraine has systematically and repeatedly bombed the bridge to the east of Kherson, across the Dniepr-river. The bridge has become so damaged, that traffic can only trickle across it. You can cross the bridge on foot, but driving a heavy vehicle over it is a no-go.
This means: The Russians have the choice of evacuating now in a trickle over that bridge in peace... or evacuating in a trickle over that bridge while being shot at by ukrainian artillery.
