Gaza: Israel calls up more reservists after rejecting calls for ceasefire

Official says move will allow Israel Defence Forces to expand attacks ‘against Hamas and the other terror organisations’

Ian Black, Middle East editor, Patrick Kingsley in Cairo and Paul Lewis in Washington
The Guardian, Thursday 31 July 2014 03.57 EDT

Israel has said it is calling up another 16,000 reserves following a security cabinet meeting that decided to keep up military operations in Gaza, ignoring international pressure for an immediate ceasefire.

The move will allow the Israeli military to substantially widen its 23-day campaign against Hamas, which has already claimed more than 1,360 Palestinian lives – most of them civilians – and reduced entire Gaza neighbourhoods to rubble. Fifty-six Israeli soldiers and three Israeli civilians have died during the campaign.

Israel has now called up a total of 86,000 reserves during the Gaza conflict. At least 19 air strikes were carried out overnight, officials said.

Against a background of heavy fighting in Gaza and the shelling of a UN-run school, the Israeli prime minister, Binyamin Netanyahu, convened his senior colleagues in a security cabinet on Wednesday to discuss the crisis amid warnings that Hamas’s demands for lifting the siege of the Palestinian coastal enclave were a “non-starter” and stalling ceasefire efforts in Cairo.

1. LIVE UPDATES: Two Israelis wounded by rocket; Iron Dome interception over Tel Aviv
Thu Jul 31, 2014, 11:28 AM
Jul 2014

As Israel's Operation Protective Edge entered its 24th day on Thursday, the security cabinet has ordered the military to press on with the offensive in the Gaza Strip, focusing on the destruction of Hamas' tunnel network.

An Israeli delegation traveled to Cairo on Wednesday for several hours of talks over Egypt’s efforts to broker a truce in Gaza. An official said Israel will continue to allow temporary humanitarian cease-fires in certain areas.

Three Israel Defense Forces soldiers were killed and 12 wounded on Wednesday afternoon in the Khan Yunis area of south Gaza, bringing the death toll in the military to 56. Three Israeli civilians have been killed in the current round of fighting.

In Gaza, the death toll in the Israeli operation has topped 1,360 according to Palestinian health officials. More than 6,500 Palestinians have been wounded in the Israeli strikes.

2. 'The Present Is Tragic But The Future Is Unthinkable' In Gaza
Thu Jul 31, 2014, 11:37 AM

---

What options do civilians have left to find safety now that UNRWA shelters are reaching capacity?

Our shelters are overflowing. There are 2,000 to 3,000 people per shelter on average, and the number of displaced continues to rise. We'll soon be in a situation where there are tens of thousands of people on the streets of Gaza, no food, no water, no electricity, nowhere to run. We have reached a breaking point.

The time for humanitarian action alone has passed. Now its time for political action in order to bring about an end to the fighting. For the people of Gaza, that moment cannot come soon enough.

Four times as many people have relocated to UNRWA facilities in the past weeks than during the last major confrontation between Israel and Gaza, in 2008-2009. Why are so many more displaced this time around?

The Israeli military leafletted huge areas and told people to leave their homes. You need to ask the Israeli government why they've decided to displace all these people.

How is UNRWA coping with this huge demand for shelter?

We're overwhelmed. We just don't have enough of anything. UNRWA does not have unlimited capacity to carry on dealing with the consequences of what is going on. The parties to the conflict are responsible for the consequences to civilians of their military actions under international humanitarian law.

Imagine what is going to happen when the war is over. We are going to have several hundred thousand people -- many of whose homes have been completely destroyed -- stuck in our schools. They've got nowhere to go back to. Even if they still have homes there'd be no water, electricity, because thats all been blown up, too. The present is tragic but the future is absolutely unthinkable.

Can UN facilities still provide a safe refuge to Palestinian civilians in Gaza after the recent attacks on UN schools?

No, absolutely not. On six occasions, five UNRWA facilities have been hit, in two cases with profoundly tragic consequences -- with multiple deaths, multiple injuries, including women and children. That really illustrates how this war is being executed with a disregard for civilian life.

Gaza is a conflict with a fence around it. It is unique in the annals of contemporary warfare. There's nowhere safe to run and now there's nowhere safe to hide.

3. Anti-Jewish slogans return to the streets in Germany as Mideast protests sweep Europe

Jul 2014

BERLIN — Before the start of a pro-Palestinian rally — one of the scores being staged almost daily here since Israel launched its offensive in Gaza — an organizer on a bullhorn yelled out the do’s and don’ts as ordered last week by the Berlin police.

No burning the Israeli flag. No shouts of “Death to Israel.” And absolutely no repeating the slogan “Jew, Jew, cowardly pig, come out and fight alone” — a rhyming chant in German that had become increasingly common at pro-Palestinian rallies here before being nipped in the bud by German authorities.

Some demonstrators may have said such things, conceded Leila El Abtah, a 29-year-old protester who is the daughter of a Palestinian father and a German mother. But, she insisted, even thoughtful criticism against Israel is being misinterpreted here as hate speech. “There are more of us speaking out about Israel now,” she said. “Because of what happened during Hitler’s day, it is making Germans nervous.”

4. Gaza Crisis: Isis Pledge to Join the Palestinian Fight Against 'Barbaric Jews'
Thu Jul 31, 2014, 12:18 PM
Jul 2014

The Islamic State of Iraq and the Levant (Isis) has told the Palestinian people that it is "only a matter of time" before they reach Palestine to join the fight against "barbaric Jews".

The Islamic militant group, who last month announced a "Caliphate" straddling the Iraqi-Syrian border and renamed themselves the Islamic State, released the provocative statement on an Isis-affiliated Twitter account.

"It is only matter of time and patience before it [Islamic State] reaches Palestine to fight the barbaric Jews and kill those of them hiding behind the gharqad trees - the trees of the Jews," the statement read.

The group said it would do "everything within its means" to continue the fight against any obstacle on the way to "Palestine", alluding to the Middle Eastern territory before the creation of the State of Israel in 1948.

5. Life Under Isis: Robbery, Sex Slaves, and Headless Bodies in the Street
Thu Jul 31, 2014, 12:19 PM
Jul 2014

The Islamic state of Iraq and Syria, known to the world as Isis, took control of the northern Syrian city of Raqqa on 13 January, after fighting fierce battles against the Ahrar al-sham movement and Jabhat al-Nusra. Isis' leader, Abu Bakr al-Baghdadi, promptly imposed an Islamic Caliphate, and his men began imposing their own draconian laws.

The militants ordered mandatory school curriculum changes, and closed the universities. Women were ordered to wear the Niqab and forbidden from leaving their homes unless accompanied by a brother, husband or father. Everyone was required to attend prayers, with markets and shops being forced to shut down during the prayer times. Smoking was banned across the city. Anyone who violated any of these laws faced, indeed continues to face, immediate arrest.

Baghdadi and his mob took advantage of the weakness of religious faith among Raqqa's parents, declaring themselves to be the saviours of the people come to oversee the fulfilment of God's laws on earth through the Islamic Caliphate. However, in reality, their actions denigrate Islam; some of them directly contradict the religion's teaching. This is what raised the ire of residents in the province of Raqqa.

Look, for example, at the way the militants repressed people's personal freedoms and trampled on their livelihoods by closing cafes and shops where men and woman may come into contact. This is illegal, and an abuse of Islamic teachings. Then there is the way people have been ordered to pay 'taxes' under the pretext of funding civic services. We see almost nothing of these so-called services in many places.

6. Qatari tech helps Hamas in tunnels, rockets: Expert
Thu Jul 31, 2014, 12:20 PM
Jul 2014

Though many Israelis underestimate its capabilities, Hamas actually has sophisticated computer and networking resources in terror tunnels to detect the presence of IDF troops and to automatically fire rockets and missiles at Israeli targets — and a rich sponsor is helping them.

It’s Gulf oil powerhouse Qatar, says Aviad Dadon of Israeli cyber-security firm AdoreGroup. “The Qataris have invested hundreds of millions in both defensive and offensive cyber capabilities,” said Dadon. “We have sourced 70% of the cyber-attacks on Israeli government sites in recent weeks to IP addresses associated with Qatar.”

Dadon was speaking in an interview on Israel Radio Thursday morning, presenting an aspect of Operation Protective Edge that few Israelis were aware of — the extensive use Hamas has made of computer and networking systems in its war against Israel. Not only is Qatar footing the bill, it also trained Hamas terrorists how to use sophisticated equipment and systems to manage its extensive terror tunnel system, as well, systems to fire rockets at Israel using automatic, timed launching systems.

“Qatar looks at this war between Israel and Hamas as a proving ground,” said Dadon, a senior cyber-security adviser at several Israeli government ministries. “They are taking lessons from the performance of their cyber-equipment and will improve them even further for the next war, which will be even more cyber-oriented than this one.”

7. Malaysia denies providing training for Hamas fighters
Thu Jul 31, 2014, 12:21 PM
Jul 2014

Baku-APA. Malaysia has denied allegations published in an Israeli newspaper that the country has served as a training ground for Hamas fighters, APA reports quoting Anadolu Agency.

Malaysian Deputy Home Minister Wan Junaidi Jaafar on Thursday rubbished the Jerusalem Post report in which it claimed Shin Bet (Israel's Security Agency) sources had revealed that a Hamas fighter in its custody had said he was trained in Malaysia to participate in Hamas' efforts to oppose Israel's ground offensive in Gaza.

“The report is incorrect and very misleading. We will be pursuing the matter via specific channels, as we do not have diplomatic ties with them [Israel],” he told the Anadolu Agency via a telephone conversation Thursday.

Jaafar said that Malaysia is a multi-cultural country - with Muslims constituting 65 percent of its 28 million population - and it is therefore impossible for it to provide such combat training.

8. The Thrasybulus Syndrome: Israel’s War on Gaza
Thu Jul 31, 2014, 12:24 PM
Jul 2014

Francesco Guicciardini, the Florentine historian and diplomat, was the contemporary and friend of Niccolò Machiavelli. The latter now enjoys an everlasting fame (or infamy, as you please), having gotten an adjective named after him, but his friend Francesco, now forgotten, often had the better of Niccolò in argument. After Machiavelli’s death, Guicciardini read his Discourses on Livy’s Roman history in manuscript and wrote a lengthy analysis of it. Discussing Machiavelli’s observation that “a new prince in a city or province taken by him, must make everything new,” Guicciardini insisted on the weaknesses invariably incurred by force: “Violent remedies, though they make one safe from one aspect, yet from another . . . involve all kinds of weaknesses. Hence the prince must take courage to use these extraordinary means when necessary, and should yet take care not to miss any chance which offers of establishing his cause with humanity, kindness, and rewards, not taking as an absolute rule what [Machiavelli] says, who was always extremely partial to extraordinary and violent methods.”

The difference of opinion between Machiavelli and Guicciardini over the utility of force echoes down the ages. Every age presents some variation of it. But the old argument is displayed with a ferocious intensity in the ongoing controversy over Israel’s approach to Hamas and to the Palestinians. In dealing with its neighbors, there is no contemporary state more partial to extraordinary and violent methods than Israel. Israel has fought four major wars in the last eight years, including the Lebanon War of 2006 against Hezbollah and three devastating wars against Hamas in Gaza from late 2008 to the present (not counting several smaller operations from 2006 to 2008). It has assassinated Iranian nuclear scientists and bombed sites in Syria, Lebanon, and Sudan over the same time period, just as it has continually agitated for U.S. military strikes against Iran’s nuclear infrastructure. In Israel, hawks have found a welcome abode; doves are an endangered species.

The regularity of Israel’s perceived need to use force is illustrated by the notorious expression, “mowing the lawn,” that one of its military officers used to describe strategy toward Gaza. It is reminiscent of the advice that Thrasybulus gave Periander of Corinth, recounted in Herodotus. Walking through a field, Thrasybulus broke off the tallest ears of grain by way of showing Periander’s envoy the best way to rule violently. The envoy couldn’t figure out his meaning, but Periander, the prototype of the ancient tyrant, understood immediately on hearing the envoy’s report. The analogy showed that violence could not be a one-time affair. New stalks would grow up. It would remain necessary to keep lopping off the top ones—i.e. mowing the lawn.

Machiavelli offers a view different from Thrasybulus. It is unfortunately all too true that Machiavelli did have a penchant for extraordinary and violent methods, as Guicciardini alleged, but his thought also reflected an appreciation of “the economy of violence.” “The indiscriminate exercise of force and the constant revival of fear,” as Sheldon Wolin observed of Machiavelli’s teaching, “could provoke the greatest of all dangers for any government, the kind of widespread apprehension and hatred which drove men to desperation.” This sense of the limits of force, even among one of its greatest partisans, was given expression in another of Machiavelli’s famous sayings, in which he advised, “One must be a fox to recognize traps, and a lion to frighten wolves. Those that wish to be only lions do not understand this.” Israel’s strategy toward Hamas—seeking peace by periodically pummeling the Palestinians, shedding the blood of numerous innocents—violates Machiavelli’s injunction. It generates hatred as well as fear. It produces desperate men.

I know there are a few people here who might read it and get the point.

But yeah, that's the point, you don't want to create more problems then you solve, and you have to think long term and to take a minimalist approach to interventions, and be willing to take your lumps, and to govern well. You have to think dynamically. If I do this, what are the follow on effects, you can't just try to make things go away.

You get extra points for picking out that sentence.

9:36 P.M. The White House says there is little doubt it was Israeli artillery that hit a UNRWA school in Gaza, and is describing the shelling as "totally unacceptable and totally indefensible."

White House spokesman Josh Earnest cited statements from the UN blaming Israel for the shelling, as well as the Israeli government's acknowledgement that it was firing in the area of the school. Earnest says that while the U.S. supports a full investigation into the matter, "it does not appear there's a lot of doubt about whose artillery was involved." (AP)

18. WATCH: Peter Beinart and Alan Dershowitz spar over 'Gaza occupation'
Thu Jul 31, 2014, 03:14 PM
Jul 2014

Haaretz's Peter Beinart and Alan Dershowitz debate on CNN whether or not Gaza is currently under occupation and whether or not human rights and individual dignity are universal values.

By Haaretz | Jul. 31, 2014 | 1:12 PM

I'm joined now by Peter Beinart, CNN political commentator and a columnist for "Haaretz," Marc Lamont Hill, CNN political commentator, Alan Dershowitz, longtime supporter of Israel and the author of "Taking the Stand: My Life in the Law."

You guys are back. And so I know it will be an interesting conversation again.

Welcome back. Thank you for joining us.

Peter, to you first. I want you to take a look at a recent CNN/ORC poll. Sixty percent of Americans have a favorable view of Israel. But if we break that down along party lines, Republicans sympathize with Israel more than Democrats. A difference of 18 points. Why is that, Peter?

PETER BEINART, CNN POLITICAL COMMENTATOR: I think it's because most Democrats support Israel's right to exist, Democrats are more willing to acknowledge that there are real human rights concerns about Israel's control of the West Bank, where Jews have citizenship, the right to vote, live under civil law, while Palestinians lack citizenship, lack the right to vote, and live under military law.

I think, because of their generally progressive points of view and sympathy for the underdog, I think Democrats, while still supporting Israel's right to exist, don't support -- are less likely to support Israel's undemocratic control of the West Bank.

LEMON: Yes. It's not -- it's not necessarily the same for elected officials. Because elected officials overwhelmingly, I think, support Israel, don't you think?

BEINART: Is that for me? Yes. I think -- yes. You don't find that same division, public division reflected amongst politicians. And I think that's largely because, for a very long time now, the safe political move has been basically to define being pro-Israel as supporting the positions of the Israeli government.

What I wish Democrats and Republicans would do is define being pro- Israel as supportive of the principles of Israel's declaration of independence, which call for complete equality of social and political rights, irrespective of race, religion and sex. That's the Zionism that I believe in.

LEMON: OK. I want to put up one other poll. Alan, I want to direct this to you.

This is according to Gallup poll, right? Younger Americans are far less likely to say Israel's actions in the Gaza Strip are justified. The younger they are, the less support that they have for Israel's actions. Why would that be?

19. Five Latin American countries withdraw envoys from Israel Wednesday, 30 July 2014 16:09

Jul 2014
The decision of the Latin American countries to recall their ambassadors in Tel Aviv is a "deep disappointment", says Israel.

El Salvador on Wednesday became the fifth Latin American country to withdraw its ambassador from Israel in protest at Israel's military offensive in Gaza.

Brazil, Chile, Ecuador and Peru have already recalled their ambassadors.

Israeli Foreign Ministry Spokesman Yigal Palmor said that the move encourages Hamas; "this decision encourages Hamas which has been recognized as a terrorist organization by several countries. The countries standing against terror must act responsibly and should not reward them. While Hamas has been responsible for hindering a ceasfire, El Salvador, Peru and Chile were expected to support international attitude for peace and demilitarization of Gaza", the statement said.

Earlier Israel criticized Brazil over its decision to recall its ambassador in protest at Israel's military offensive in Gaza.

Brazil was one of 29 countries in the UN Human Rights Council that voted last Wednesday to investigate Israel over its military offensive in Gaza.

Israel and Hamas have agreed to a 72-hour humanitarian ceasefire, the U.S. State Department announced early on Friday. The statement said the truce will begin at 8 A.M. Hamas subsequently said that the Palestinian factions with abide by the agreement.

Prime Minister Benjamin Netanyahu on Thursday said that Israel will continue to destroy infiltration tunnels from Gaza regardless of ceasefire efforts. "I won't agree to any proposal that will not enable the Israeli military to complete this important task for the sake of Israel's security," he said.

On Thursday, eight Israelis were wounded by mortar fire near the border with the Gaza Strip. Earlier that day, two people were wounded by rocket fire in the southern city of Kiryat Gat.

Meanwhile in Gaza, 84 Palestinians were killed over the last 24 hours in the Gaza Strip, and 258 were wounded. According to the Gaza Health Ministry, the Palestinian death toll since fighting began is now 1,442, and the number of wounded has risen to 8,295.
