Called fritto misto -- "mixed fry". Typically, the meat, vegetables and/or seafood are coated with just flour before being fried. I once showed an Italian chef exactly the same sort of tempura batter as shown in the video, and she thought it was really good. Unfortunately, I am an amateur and it showed in my making of the tempura.

Many years ago there was a group of us that went to a Japanese restaurant in Guam. It was pretty much a mom-and-pop operation where neither of them spoke English. They had to look around and find a menu in English for us. We knew what tempura was, so most of us ordered that. One of the guys ordered tuna, but didn't realize it wasn't cooked. When it came, he said, "I can't eat this, it's not cooked". So I swapped my tempura for it. I tried it, liked it, and started eating the rest. Pretty soon everyone at the table wanted to try it.
