Why? Because sheriff's offices in O'Brien and Woodbury counties routinely return or destroy the only copies of the applications once they are processed, even though a line near the top of the document says in capital letters: "INFORMATION PROVIDED ON THIS FORM IS A PUBLIC RECORD."
O'Brien County Sheriff Michael Anderson simply said his office doesn't need that record once a permit has been issued or denied. In Woodbury County, Lt. Brad Carlson said his office doesn't want to be responsible for the public record.
That's legal, but not advisable, according to an open records advocate, the state's ombudsman and an official from the Iowa Department of Public Safety. Among their concerns:

(56,912 posts)CEDAR RAPIDS, Iowa --- The value of good Iowa farmland continued to rise in the first quarter of the year and scored double-digit gains in every area of the state this year compared to last, according to a report from the Federal Reserve Bank of Chicago.
Farmland values rose 4 percent in Iowa from Jan. 1 through April 1 and jumped 27 percent from April 1, 2011, through April 1, 2012. Northeast Iowa farmland led all areas of the state with a 7 percent quarterly increase and a 30 percent jump in the past year.
Agricultural land val ues in the five-state 7th Federal Reserve District increased 5 percent in the first quarter and 19 percent from April 1, 2011, through April 1, 2012. District farmland cash rental rates climbed 17 percent in the first quarter compared with the same quarter of 2011.
The demand to buy farmland in the six months that ended March 31 was higher relative to that in the six months that ended on March 31, 2011.
David Oppedahl, the Federal Reserve business economist who prepared the report, said bidding among farmers was common at farmland auc tions, driving up prices.
