O thought they could be inherited, but not sold.

Yes, their is a program for that...The Civilian Marksmanship program..

Meet a few basic conditions, and the US Government will ship one directly to your front door.. Well in "MOST" of the United States.

As posted above, they are widely available all over.

In fact, the government sells them to civilians through the Civilian Marksmanship Program, although they are getting rather scarce now. CMP has been trying to import some former-U.S. Garands from overseas in recent years, but has been blocked by gun politics.
