Mostly upscale dress shirts, but they're still out there. I think he means something like an old celluloid collar. Maybe not.

Cotton dress shirt collars used to curl up and look sloppy.
Spiffies were THE answer.

The only odd things we had were elastic bands to make the fatigue uniform trousers look as if they were tucked into the boots. When I wore a class-A uniform, I tied the tie, and the collars were free to do what they wanted.

Bad enough we had to deal with shoe polish and Brasso. No collar stays.
