President Teddy Roosevelt was the first to make public mention of a health care plan, but his reference was not specific and he did nothing about it. (Republican)

Nixon came up with a plan I'll call Nixoncare, which had an employer mandate (Republican)

By his own admission, Kennedy squashed Nixoncare because Kennedy did not want a health care plan enacted during a Republican administration. (Block by a Democrat)

Nixoncare scared a group of conservatives in Jackson Hole, WY, who then developed a plan with an individual mandate. (Republican)

The Heritage Foundation liked this plan and recommended it. (Republican)

Johnson got Medicare and Medicaid passed (Democrat)

Jimmy Carter claims Kennedy blocked his (Carter's) health care plan, too. (Second block by the same Democrat).

Billarycare built from the Republican Heritage Foundation Plan. (Democratic triangulation of a Republican plan)

Heritage Foundation then opposed Billarycare (!)

A Democratic Congress wanted none of Billarycare, either. (Democratic block)

Romney I, imagine, wanted a signature achievement as Governor of Massachusetts to use when he ran for President. He hit upon Billarycare/Heritage Foundationcare. He worked with Massachusetts overwhelmingly Democratic legislature. However, near the end, the two sides stalemated. Kennedy flew into Massachusetts, knocked heads together and facilitated passage. (initiative of a Republican Executive, effected by Democratic votes, with help from a prominent Democrat)

According to Obama, Obamacare built from Romneycare and was passed by a Democratic Congress (Despite Obama's comment, I'm giving this one 100% to Democrats)

Meanwhile, between Teddy Roosevelt and Obamacare, Americans did without, unless they were eligible for Medicare or Medicaid.

Not to be unfair to Kennedy, I should add that there were, all along less than comprehensive health measures, like community health care centers, in which Kennedy played a huge role and he was responsible for Massachusetts' getting its first health care plan. When he died and I read all the health care related bills he got passed, I was very impressed. Also, there were steps toward Medicare for All in Vermont. And Sanders added an amendment to Obamacare providing for 11 billion dollars in health care.

People in the lower middle and lower are often fucked because they fall through the between the cracks.

I have friends who, it often seems, qualify for subsidized care one month, and get booted off the next -- or live in constant worry they'll be booted.

Meanwhile private insurance still is too expansive for many.
