It won't help all that much, because campaigns tend to have lots of volunteer labor.

depend on volunteers. However with Romney, who knows? maybe the only way he can get help is to pay people.

There is little need for hiring related to the election. On election day, most of the workers who assist with the voting are volunteers -- and they work for one day (or part of one day). As for the campaigns themselves -- again it is mostly volunteers. I doubt that many congressional candidates have more than a handful of paid staffers.

Don't forget the Congressional districts for territories. They elect delegates rather than full representatives, but House delegate do vote in committees, receive a salary and benefits, and (pertinent to the OP's question) have a staff.

At-large Congressional districts for US territories:

American Samoa
District of Columbia
Guam
Northern Mariana Islands
Puerto Rico
United States Virgin Islands

435 full representatives, but 441 Congressional districts.
