(42,681 posts)There is little need for hiring related to the election. On election day, most of the workers who assist with the voting are volunteers -- and they work for one day (or part of one day). As for the campaigns themselves -- again it is mostly volunteers. I doubt that many congressional candidates have more than a handful of paid staffers.

(20,135 posts)Don't forget the Congressional districts for territories. They elect delegates rather than full representatives, but House delegate do vote in committees, receive a salary and benefits, and (pertinent to the OP's question) have a staff.
At-large Congressional districts for US territories:
American Samoa
District of Columbia
Guam
Northern Mariana Islands
Puerto Rico
United States Virgin Islands
435 full representatives, but 441 Congressional districts.
