Caucus attendance may be hard to predict, but there's no excuse for lines that long. They need to have "back up" locations booked, or some plan for managing higher (even much higher) than "expected" turnout. Whatever happened to the old adage, "expect the unexpected"?

That is where the 2008 'Super-Caucus' was held. I thought they had said never again but apparently changed their mind.
