5. AZ is a state with early voting. People in AZ have been able to vote since Feb 24th.

11. Well, pre-registration is one of the ways they estimate turnout when purchasing ballots and such.

They can't just pick some random number and make that many ballots. So if large crowds of people who didn't register do show up at the polls, it's not like it's the polling stations fault for not expecting them. Not when they could have registered months ago. The polling stations can only plan for likely scenarios.
