an ounce of malice in him, and though what he said didnt sound good in retrospect, I truly dont think he meant any harm with his comments.

True dog whistles are designed to appeal to the absolute worst instinct in the audience. Some examples:

-Hillary talking about hard working southern whites while campaigningm
-Hillary's campaign spreading rumors about Obamas religion and heritage.
-Hillary talking about super predators

Racist language (and all bigoted language) depends on being imprecise--oversimplifying a group and giving room to let people bleed in their own biases. Bigoted language is meant to drive at people's emotions, not their reasoning--clear definitions would interfere with that. Nobody's bigoted against people exactly 6'1" tall or who have exactly $8 in their wallets--they're bigoted against whole groups they can paint with broad brushes. Lazy Mexicans, violent blacks, racist whites, conniving Jews, etc.

Pretending some racist bullshit line is somehow acceptable because the speaker only means some of "them" is clearly dishonest.

Case in point: "They’re bringing drugs. They’re bringing crime. They’re rapists. And some, I assume, are good people."
