As you can see, the lion's share of the unprocessed votes are mail-in votes. Under California law a mail-in vote needs to be post marked no later than election day and can be received up to three days after election day. Also under California law, the period for counties to report their final vote count (which would include all valid mail-in and provisional ballots) is July 5 with certification by the Secretary of State required by July 8.

(8,543 posts)For the last 4 elections, I have had my ballot mailed to me. I fill it out and tear off a tab at the top of the ballot that I keep. I put the ballot into the envelope that was mailed to me and turn it in at the polling place near my house on election day. I can call about a week later to make sure my ballot was counted.
I think a lot of people do what I do. It's convenient for me, but it does mean that my vote isn't counted the day of the election.
