What is sad is again, the lack of civics. You need a Grand Jury to put forward an "indictment" - which is a way to gather, consolidate, and weigh evidence from allegations, enough to bring about a charge. If there was already clear evidence, then some LEO would charge directly, and not do so via an indictment (which is what a Grand Jury would do).
