According to manual this is a requirement for classified emails. Instead there was a (c) somewhere in the email. How the hell was Secretary Clinton to know what that meant, when it is nowhere in the official manual? I think the "investigation" is now over.

On the 3 emails that had sections supposedly marked classified, there was no accompanying header of Classified, which is required under the policy. Comey testified that because those emails did not contain the Classified header, a reasonable inference is that Clinton didn't know those emails contained classified material.
