12. well Snopes says that the claim that he illegally got the money is mostly false

but the claim is that he "Cashed in" i.e. that he may have had a technical legal right to the money, but he didn't have a real need, that money could have gone to someone else, and he certainly played no leadership role in rebuilding NY or helping after 9/11.
