He still stood by he had a original sooper sekrit plan, and the previously announced plan to have the generals come up with a plan, but also added he was going to make a plan then compare them and go with the best one.

One problem with the plan. He also said he was going to get rid of the generals and replace them with others. So I guess he needs to do that first.

But I think he has another plan. More sekrit and it will be really yuuuuge.

Have the generals first operate taco trucks across the U.S. to see how good they really are and then the 30 finalists will get the chance to present their plan to him.

...asked him to submit this plan in writing? Then it could be reviewed by an independent or bipartisan panel of foreign affairs/ military/ counter-terrorism experts who could provide an informed opinion regarding the overall quality of the plan without revealing any of the super secret details contained therein.

Somehow I think his "plan" would look very similar to his doctor's note...
