As for blackmailing the FBI and FBI connivance with law breakers, do a Google on "Whitey Bulger and the FBI."

If that's true he definitely SHOULD be in jail. Oh, and btw, Bulger did end up in jail.

On June 22, 2011, Bulger was arrested outside an apartment in Santa Monica, California. Arrested with him was his long-time girlfriend Catherine Greig. Bulger was 81 years old at the time of his arrest.[11][12][13][14] Soon after, Bulger and Greig were extradited to Massachusetts and taken under heavy guard to the waterfront federal courthouse. This necessitated the closing of part of Boston Harbor. Greig pleaded guilty to conspiracy to harboring a fugitive, identity fraud, and conspiracy to commit identity fraud and was sentenced in June 2012 to eight years in prison. Bulger did not seek bail and remained in custody at the Plymouth County House of Correction in Plymouth, Massachusetts. On November 5, 2012, Bulger was taken to a hospital from his Plymouth prison cell after complaining about chest pains.[15]

On June 12, 2013, Bulger went on trial for 32 counts of racketeering, money laundering, extortion, and weapons charges, including complicity in 19 murders.[16] On August 12, 2013, he was found guilty on 31 counts, including both racketeering charges, and was found to have been involved in 11 murders.[17] On November 14, 2013, Bulger was sentenced to two consecutive life terms plus five years for his crimes by U.S. District Judge Denise Casper.[18] Bulger is now inmate number 02182-748[19] currently incarcerated for life at the United States Penitentiary Coleman II in Sumterville, Florida.[20]

I wouldn't put it past the ability of a supposed billionaire to do the same.

Bulger did indeed end up in jail, but only after spending decades, out in the open and then on the run, enjoying his life and times. The rumor is that the FBI even tipped him off when the indictments were forthcoming, enabling him to get away and stay on the run for years.

(in Florida) to end an investigation into Trump University would be a criminal offense.

He paid the Florida AG $25 K, and she "coincidentally" decided not to pursue charges against the scam that is Trump U.

That alone, if proven, should merit some substantial jail time,
