What is the significance of the rubber dog puppet wearing a bow tie with a cigar?

I'm watching MSNBC and there are a bunch of people in the crowd with that rubber dog puppet on their hand and getting it in the screen shot. Is there some significance to this dog?

It's a comedy routine done by Robert Smeigel for many years now, including a stretch on Late Note with Conan O'Brien.

Plus what looks like a life size cut out of Roger Ailes with a head that moves.

Really funny. I think Joy was watching them and was amused. The three men on the panel (who would not let her speak) were too taken with their own importance to notice anything.
