Electorial College Question here....

Are all the states a winner takes all or are some states splitting their electorial votes; dividing based on percentage of votes?

5. Maine and Nebraska allocation as follows:

Two electoral votes are winner take all across the whole state. The remaining votes are allocated one by one to the winner of each congressional district.

6. Republicans in blue states where they control the governorship and/or legislatures

have talked about ideas where they would split the electoral votes in terms of congressional districts won as opposed to winner take all....These ideas have floated in PA (talked about doing this before 2012 election when Corbett (R) was still governor), WI, MI....And back in 2007 a group in California wanted to put a ballot initiative to ask voters if they thought electoral votes should be awarded by congressional district won...They ended up forging some of the signatures and the initiative never saw the light of day..

Thankfully, these ideas never really got off the ground, and everything in 2016 is winner take all (with exception of ME, & NE which have always split EV's)
