The former is obviously not about the election day process.

prior to the election.
The second quote in the right hand column is about people claiming that voting machines were hacked.

The one on the left is about the campaign. The word elections is just used as shorthand.
It doesn't take a rocket scientist, or even a poli-sci graduate, to know what they mean.
