North Carolina Just Became The First State To Eliminate Unemployment Benefits

North Carolina highlights the problem with strict austerity measures. They rank the country’s fifth worst in jobless rates and now, N.C. is eliminating unemployment benefits, making North Carolina the first state to take such a drastic measure.

Eliminating unemployment will be heralded by austerity supporters while leaving jobless residents of North Carolina without food and provisions.

in this part they stop providing social benefits and tell the poor and disadvantages they will just have to move to someplace that has benefits.

They want to bankrupt the blue states but sending us all their poor.

Poor people can't afford doctors and scripts - the white idiots in the rural counties will not be happy about that.

But maybe that will be cut from the tax plan, since it may cost votes.

I want my state back. I'm going to Moral Monday, supposedly it's ticking them off. Having middle aged white folks protesting wasn't in Art Pope's grand plan of demagoguery.

All y'all have to remember we went thought the much ballyhooed Edward's trial... Gov Easely had some issues too. The party was pretty beaten up over those two things.

I'm hoping, praying that we will win our state back. North Carolina has a unique history that does not parallel that of the deep south. Many will do what you say, but others will be mad that they were lied to.

This is the state where 25 "food processing plant" employees died in a fire because the owners kept the doors locked(and DIDN'T UNLOCK THEM EVEN AFTER THE FIRE STARTED)because they thought preventing chicken nugget pilferage was more important than preserving human life:

The son of the plant owner drove over to the fire department and told them there was a fire, but DIDN'T tell them there were still people trapped inside.

What was the freaking deal? Were they afraid people would steal chicken nuggets DURING the fire? And even if they had, at that point what difference would it have made? The plant was obviously going to be shut down anyway and it's not like any nuggets that survived the damn fire would still have been salable.

This is the kind of shit I expect from my state, South Carolina, which is supposedly the bigger right-wing shithole. I suppose it's just a matter of time before the nutbags in my state legislature some up with something like that, however. Wouldn't surprise me at all if it has already been proposed.

that they cut the employers share of unemployment insurance a few years before the recession. Not the employees portion, just the employers. When the recession hit, there wasn't enough in their fund to keep up. They now owe the federal government 2.5 billion. The plan to repay the money originally took until 2018. With this plan, they will have paid it back by 2015. You know, right before a federal election. Campaign issue? They may plan on promoting that they don't owe the fed money on this in the 16 campaign. Also, how did they arrive at the plan? The used the plan the NC Chamber of Commerce proposed. Yep.

I dont' get it, alright cut the number of weeks if you have to but what is the logic of cutting the amount. As far as I can tell things are getting more expensive, not less.

The links explain it. The words around the links just muddle things.

States collect money for UI.

After 6 months, Federal Unemployement Compensation kicks in.

For FUC, states have to abide by Federal rules. That means no cuts to benefits--otherwise states would cut benefits to make the Feds pay more. That's a no-no.

A few years ago the pot of money for state unemployment payments dried up. Instead of cutting benefits--a big no-no, you'd be "un FUC'ed"--they borrowed $2.5 billion.

Now they have to start paying it back, and that comes from the pot of money for state unemployment benefits. Their original plan was to file for permission to reduce state-paid benefits--not eliminate them--and divert money to pay back the debt. But they wanted to pay back the debt a few years earlier to get out from under the debt and that would make the payments bigger. After all, the economy was going to pick up, the early #s from 2013 said so, the CBO said so, the Fed said so, Obama said so. That's what they wrote into law and procedures. They haven't changed that.

So the state requested permission to cut state-paid benefits. Other states got permission for this. There was no intent on the part of NC to eliminate FUC benefits. But for whatever reason, NC did not get permission. NC has also not backed down on its payment plan.

One thing not even mentioned is whether they'd even have enough money to follow the older, more extended repayment plan withotu raising unemployment insurance rates on employers or employees were they to restore full state benefits. Not a minor point. "Look, they've taken an action to screw the workers" becomes fairly meaningless if "any action they took would have screwed the workers just as much" is just as true.

Note that there was some dust-up back in 2009 or 2010 over precisely this kind of thing: If X happened and a state accepted federal money, one consequence would be they'd have to raise taxes. And conventional wisdom--until late 2009--was that raising taxes during an economic downturn was a bad idea.

So NC has reduced in-state benefits. This will mean sharp reductions in Federal benefits because their benefits reduction plan, unlike others and for whatever reason, wasn't approved. State benefits are not eliminated. And as for eliminating Federal benefits, it's not like it was intended; it's the Fed's (non)decision to do so, and the state walked into it. Perhaps to force the Feds to approve the plan. Perhaps because there was no political will to take the alternate paths to avoid this. Perhaps it slipped under the radar. Hard to say from the OP's links.

I will NEVER visit/work in that state again. The ignorance of the people there made me sick to my stomach. 90% of the people I worked with and socialized with thought their shit didn't stink.
