Could the State Dept keep Jim Garrow out of the United States?

Garrow is a Canadian citizen calling for guerilla war against President Obama and the U.S. Government. He says he is planning an "American Spring" rally in Washington D.C. where he expects "30 million people" to show up. Seems to me if a Muslim jihadist were openly threatening war against the U.S. on websites, etc. he would get blacklisted from the U.S. How can Garrow get away with threatening war against the U.S. without having his ass deported back to Canada if he sets foot inside the U.S.?

dual citizenship? (Not that I know whether that matters or not)

But that said, I think he might come up a bit short of the 30 million people he expects to show up for his "American Spring" rally. I think he should aim a little lower ... like, maybe, 30 people (including the media).
