In those precinct caucus meetings a straw poll will be taken for President for each party. It is non-binding, and a primary will still occur later in the year. Traditionally, however, the caucus winner wins the primary.

New York has never held a February Primary, much less held one before the Big Three (would be before South Carolina). I think the critical line in the NYS Election law is "unless otherwise changed by an act of the legislature"
