They realized how popular he was and that he won 2 elections.

They knew the only way they could get him on anything was to embroil him in a sex scandal.

It was a big mistake on Bill's part, and I don't approve of him doing it.

It was his one weakness & vulnerability, and they exploited it.

But what's interesting is what a total failure the whole operation turned out to be. Bill Clinton is more popular than ever, whereas the 2 Bushes on either side of him didn't even show up to the Republican Convention.
