If the $$ was out in the open, it would have to be reported, and if it is a criminal enterprise it will be over.

1. problem with that

is that the people you want to give special access to for enforcement are working for the high-level political crooks you want them to catch

and anyway it's not the hiding of money that's the problem, it's the getting of money dishonestly that's the problem - when politicians have big money it is due to corruption in almost every case
