I bought 25 stars today, but have received nothing telling me how to assign them

One part of the account shows my STAR membership effective today and the other part doesn't, is that why I didn't get the email or access to awarding stars? How long does it take for this to become effective? Love DU and want to give out stars to my favorite replies and OP's.
