Where can I find the DU rules?

Among other things, is there anything prohibiting or discouraging people from derailing threads with off-topic responses, and if so, what constitutes off-topic?

Thanks – I know the rules are probably set out some place obvious, but I can't seem to find them tonight.

If you click on a group's about button you should see the statement of purpose.

If it is in one of the Forums, you can alert the post for 'community standards' and it will be a crap shoot on if the post gets hidden or not. If it is a Forum and you think it is a bigger problem then a Jury should handle, alert with ToS and make your case to the Admins. If it is happening in a Group, you still have the alert for CS but you can also appeal to any Host that Group may have (if any) and the Host may intervene should they agree there is a problem.
