A few billionaires in CA while the bulk of the IT industry was outsourced to India or replaced domestically with H1B Visa holders.

Financial deregulation, trade bills, financial market bubbles, etc. The dot.com bubble blew up near the end of Clinton's second term but then Bush and the Fed got things going again for one last massive real estate and financial bubble (and the Iraq War) before it all blew up.
