How is it that TX is almost as important as NY anyway?

A little late in asking, but just how is the count for each state determined?
States like TX are really killing us. HRH gained in TX alone about the same or more as Bernie did yesterday from his bigger wins in AK + WA + HI. And which states are more important to Dems in the general?
