People convicted of terrorists acts would be excluded because of their criminal background.
It's likely that mental illness strikes terrorists at least at the same rate as in the general population, as we might therefore expect that a similar fraction of terrorists have been adjudicated dangers for reasons of mental health as in the general population.

However, I'm not at all sure how you would evaluate someone as a potential terrorist except through their speech and association, requiring once again retreat from liberty to secure some sense, perhaps a false sense, of security.
