Calvo seeks to enact failed borrowing bill for tax refunds in Guam
Gov. Eddie Calvo on Thursday called on Sen. Régine Lee, the legislative secretary, to transmit his tax refund bill to Adelup so he can sign it into law, even though the bill didn't pass, according to the Legislature's rules.
“I don’t know what they’re waiting for,” Calvo said in a press release. “It’s been 16 days since that bill passed, according to the Organic Act, and every day counts.”
In a 7-6 vote earlier this month, the governor’s bill to annually borrow $75 million to speed up the payment of tax refunds failed in the Legislature. The Legislature’s standing rules requires a minimum of eight votes for a bill to pass. The bill was considered during a special session called by Calvo, using his powers under the Organic Act.
In a letter to Lee, D-Tamuning, on Thursday, the governor cited an Organic Act provision that requires only a simple majority of senators present and voting in session to pass bills.
