Guam's parole process offers many questions

Rapist and kidnapper John Meno Naputi, a three-time loser in the island’s criminal justice system, said he knew 15 years in prison was not long enough.

Sentenced to life in prison in 1995 for sexual assault and kidnapping, he first became eligible for parole in 2010, but decided to pass each year, for several years, before being granted parole in 2017.

He is one of seven “level one” repeat sex offenders currently on parole on island. He agreed to speak to Pacific Daily News, saying he regrets his crimes and has nothing to hide. Naputi has three felony convictions, including two related to sexual assault.

Sen. Therese Terlaje, chairwoman of the justice committee, said it doesn't make sense to grant parole to repeat offenders. Judges, when sentencing repeat offenders, should not have the option of allowing parole, she said.
