Who's "they," and why do you think some "they" would have been able to make Bloomberg do anything? He's running because he wants to. Whether he should is another question, but nobody is making him do it.

The race would've looked different if he got in early, likely would've been the frontrunner and consolidated the moderate vote.

Bloomberg can be ruthless and would not have been afraid to say what needs to be said, ie take hard shots at Sanders and punch from any direction including from the right.

The other candidates tiptoed around Sanders, and this is what we get.
