...for violation of the pandemic-related executive orders. The majority of the suspensions occurred after 7/1, after Governor Cuomo (and New Yorkers phoning in complaints) decided that enough was enough. In many cases, the businesses had received prior warnings/citations, but failed to address them. (Several were also cited for offering services that they weren't licensed for, such as hookah. And an exotic entertainer.)
~136 of the businesses were in NYC, with another 12 in Nassau, Suffolk and Westchester counties. Some have had the suspension lifted, after paying some very healthy fines ranging from $5,000 to $35,000, depending on the number and type of violations.
On a positive note, the number of businesses that have been found egregiously violating the law has declined since they ramped up disciplinary actions. (And the majority of them were already in compliance.)
Governor Andrew M. Cuomo today announced the state has suspended liquor licenses for six additional bars/restaurants in New York State after finding egregious violations of pandemic-related Executive Orders, bringing the total number of liquor licenses suspended during the coronavirus pandemic to 168. Between Monday and Friday nights, the state's multi-agency task force -- led by the State Police and State Liquor Authority -- conducted 5,981 compliance checks, documenting violations at 35 establishments. Businesses found in violation of COVID-19 regulations face fines up to $10,000 per violation, while egregious violations can result in the immediate suspension of a bar or restaurant's liquor license.
"New Yorkers' hard work is paying off, with the state maintaining an infection rate of less than 1% for over three weeks straight — but we must remain vigilant and continue to follow the guidelines that got us here or risk backsliding," Governor Cuomo said. "Compliance in higher-risk industries like bars and restaurants has been key to achieving this progress, and as today's suspensions show, the state will hold bad actors who put public health in danger accountable. The vast majority of bar owners continue to take this public health emergency seriously, but my message to the small number who openly flout the rules is simple: we will not tolerate you putting yourselves, your customers, your employees, your neighbors, and our reopening at risk."
State Liquor Authority Chair Vincent Bradley said, "We are seeing better compliance across the state as a direct result of the hard work of the task force and the actions of conscientious business owners that are putting public health and safety first. But we're still in the middle of a global pandemic, and the task force will continue taking action against the small number of establishments who willfully violate the coronavirus-related regulations."

When I leave, just think of what I will be leaving behind. I will be leaving the solicitous paternalism of the federal courts, which among other things nearly wrecked my high school education by instituting a massive busing plan that caused more upheaval in my school and my life than most people could imagine.
I would be leaving the Federal Trade Commission, the Food and Drug Administration, the Environmental Protection Agency and other agencies whose concern for what they see as good or bad for me has achieved a level of interference. And what about the Department of Health, Education and Welfare? Their pronouncements and edicts reach Into the heart of our freedom over the way we arrange our lives. Then there is the Congress, but why waste my breath?
Worse then all that, looming like a vulture over a dying animal, is President Carter's instant voter registration plan. Thls scheme will allow the parasites of this nation to become the dominating force in politics. The majority of those people, who pay next to nothing in taxes and soak billions from the government in various forms of relief, do not bother to register in advance of an election and therefore usually do not vote. However, soon that may all change. A close election like last November would have been a landslide for Mr. Carter if instant registration had been law. I have long believed that only those who are prepared to accept the responsibilities of a Democratic-Republic should be allowed to participate in it.

So you've nuthin' to do on a Wednesday night in Brooklyn? Why not go out to a nearby 15' wide driveway between two houses and set off some roman candles! Why not point that roman candle horizontally, like a gun, and shoot the pyrotechnics sideways, barely missing your buddy (who doesn't seem to notice them flying by)? Why not go back inside and get more fireworks, oblivious to the fact that your last shot went through an open window, setting the room on fire?
I'm thinking an altered state of consciousness was involved here, given how long it takes them to actually notice the fire underway, neatly captured by a security camera on a nearby building.
The fireworks flasher was arrested for arson on last Thursday.

The APA requirement for a notice and comment period has an exception for situations were the notice might give rise to an even greater problem. DOJ argued that notice of the rule would cause asylum seekers to swarm at the border, jeopardizing life and creating general mayhem. Their evidence was a single WaPo article on a different immigration issue that discussed a hypothetical situation.

WaPo has an article that explains one significant source of the error..
They used tax return filings for 2018 and 2019 to identify people qualifying for a payment. Given that around 2.3 million people die annually, there were undoubtedly quite a few people who filed returns in those periods but died post-filing. While the Social Security Admin has detail records on deaths, those records weren't available to the Treasury Dept/IRS. That was also the case when stimulus checks were distributed in 2008.
In a 2013 review of what happened in 2008, the GAO noted the issue and recommended that the pertinent records be shared in the event of a similar distribution. However, in their rush to make the 2020 payments, they did not take the time to do this. When the GAO recently took a look at the 2020 payments, I assume they were able to get the SSA records to run against the Treasury disbursement records: that allowed them to determine payments to the dead.
Also, Treasury officials noted that the Cares Act mandated delivery of the economic impact payments “as rapidly as possible.” To fulfill this mandate, they used procedures that had been put in place for stimulus payments issued in 2008, and as a result did not use death records as a filter. The GAO noted that in 2013 it had identified weaknesses in IRS procedures that allowed payments to go to dead people, and had recommended corrective action. IRS subsequently implemented a process to use death records to update taxpayers’ accounts to identify and prevent improper payments.

But this control was bypassed for the stimulus checks issued under the Cares Act, which “substantially increased the risk of potentially making improper payments to decedents,” the GAO said. It also said that according to a Treasury official from the Office of Tax Policy, Treasury had been unaware that payments might go to dead people.
