Trump administration officials dismissed benefits of national monuments

In a quest to shrink national monuments last year, senior Interior Department officials dismissed evidence that these public lands boosted tourism and spurred archaeological discoveries, according to documents the department released this month and retracted a day later.

The thousands of pages of email correspondence chart how Interior Secretary Ryan Zinke and his aides instead tailored their survey of protected sites to emphasize the value of logging, ranching, and energy development that would be unlocked if they were not designated as national monuments.

Comments that the department’s Freedom of Information Act officers made in the documents show that they sought to keep some of the references out of public view because they were “revealing [the] strategy” behind the review.

The new documents show that as Zinke conducted his four-month review, Interior officials rejected material that would justify keeping protections in place and sought out evidence that could buttress the case for unraveling them.

Putin Tells Diplomats He Made Trump a New Offer on Ukraine at Their Summit

Vladimir Putin told Russian diplomats that he made a proposal to Donald Trump at their summit this week to hold a referendum to help resolve the conflict in eastern Ukraine, but agreed not to disclose the plan publicly so the U.S. president could consider it, according to two people who attended Putin’s closed-door speech on Thursday.

Details of what the two leaders discussed in their summit in Helsinki, Finland, remain scarce, with much of the description so far coming from Russia. While Putin portrayed the Ukraine offer as a sign he’s seeking to bring the four-year-old crisis to an end, a referendum is likely to be a hard sell with Ukraine and its backers in Europe, who remain committed to an 2015 European-brokered truce deal for the Donbas region, parts of which are controlled by Russian-backed separatists.

White House officials didn’t immediately respond to a request for comment. If Putin’s account of Trump’s reaction is accurate, it would suggest a more flexible approach than the U.S. has shown to date on the issue. At the Helsinki meeting, Trump also agreed to consider a Putin request to question the former U.S. ambassador to Moscow over U.S. campaign-finance violations that critics say Trump should have dismissed outright.


Putin gave his latest account of the meeting during at a conference with top Russian ambassadors and officials at the Foreign Ministry in Moscow, the people said, asking not to be identified discussing the president’s comments to the part of the session that was closed to the public. One of the people said that Trump had requested Putin not discuss the referendum idea at the press conference after the summit in order to give the U.S. leader time to mull it.

It looks like Trump is backing down on letting Russia interrogate former US Ambassador.

The White House backed away on Thursday from President Donald Trump’s prior openness to a Russian government request to interrogate Americans, including former U.S. ambassador to Russia Michael McFaul, bowing to a fresh round of outrage resulting from Trump's meeting with Vladimir Putin.

The Russian president, at a news conference with Trump on Monday, suggested that his government would allow the investigators from the office of special counsel Robert Mueller to interrogate the 12 Russian military intelligence officials it indicted last week if the U.S. would reciprocate by allowing the Russian government to interrogate certain Americans with ties to Bill Browder, an American-born financier who has lobbied heavily against the Russian government.


Trump called the idea an "incredible offer" during the news conference. And on Wednesday, White House press secretary Sarah Huckabee Sanders said that the president would “meet with his team” on Putin's proposal, setting off a Russia-related backlash against the Trump administration for the third straight day.

By Thursday, as the Senate prepared to formally rebuke Trump, the White House reversed course.

Keep an eye on the Magnitsky Act.

Back in 2016, when Russian attorney Natalia Veselnitskaya met at Trump Tower with Donald Trump Jr., Jared Kushner, and Paul Manafort, the alleged topic of conversation was the Magnitsky Act.

Now bear with me here. The Magnitsky Act is named after Russian tax accountant Sergei Magnitsky, who discovered a $230 million fraud among Russian tax officials back in 2009. Naturally Magnitsky himself was arrested, since the powers-that-be in Russia don’t abide these kinds of accusations, and he was eventually beaten to death while he was in prison. His friend Bill Browder was outraged and publicized what had happened, which led to Congress passing the Sergei Magnitsky Rule of Law Accountability Act in 2012 by a vote of 92-4. Russia, as expected, was infuriated, because it targeted the country’s most powerful oligarchs in the only way that really hurts them: by freezing their money and their travel overseas. Julia Ioffe explains:

The first decade of Putin’s rule was a bonanza for state security structures. Using tactics similar to those used in the Browder-Magnitsky case, government officials, especially those in Putin’s native FSB, enriched themselves….They pillaged and nearly wiped out small and medium-sized businesses in Russia, jailing many of their owners in the process. Government programs and projects were dreamt up not to be built or actualized, but to allow their proponents to pocket parts of the state budget.

….Back then, a Russian businessman told me it felt like “the day before Pompeii,” with everyone stealing as much as they could as quickly as possible—and then whisking it out of the country….The families of the Russian elite often don’t live in Russia. They live in Paris, in London, Geneva, New York, Los Angeles. That’s where their money lives, too, and where their children go to school and where their families seek medical treatment—which is one of the reasons the Russian education and medical systems are falling apart, robbed by corruption of what little resources they had.
