Banks and RICO

The HUFFINGTON POST REPORTED "Attorneys general or representatives from nearly 15 states met in Washington, D.C., on Tuesday to discuss and share different enforcement options and strategies around various mortgage-related issues, according to sources familiar with the conversation"
What I fail to understand is WhY are they not being Charged under the RICO Statuate? OF all these Lackeys of Attorneys General offices not one is willing to take a big gamble at going for higher office? If one of these toads ever decided to push the issue then they would not only increase the leverage of the states bargaining position on fines fees and/penalties, but they could also launch the next phase in their political aspirations.
Having ROBO Signers and others who fabricated documentation seems like an obvious case of Fraud. (I am not a lawyer and my fellow DU bretheren will gladly point out any flaws in my post). I am curious to know if any of the Attorneys General did pursue Criminal Cases using RICO.
